Tajikistan and Kazakhstan hope to enforce democracy with the help of ICTs

 

The representatives from Tajikistan and Kazakhstan local and central governments, and civil society arrived yesterday in Estonia to work together with the experts of e-Governance Academy (eGA) on the action plan for e-governance development in pilot towns in Tajikistan.
 
After some years of economic difficulties, many countries in Central Asia have shown interest in modernising their societies and fostering e-governance. According to the member of the management board of eGA Mr Ivar Tallo, the reason for this is a wish to ease the everyday bureaucracy and strengthen democracy with the help of modern technologies.
 
During one week, participants get acquianted with ICT strategic planning, management, and cooperation, legal framework for information society developments as well as concrete projects and solutions.

The President of Estonia, Toomas Hendrik Ilves opened Estonian-Palestina x-Road cooperation project implemented by e-Governance Academy.

Estonian-Palestina  cooperation project about x-Road, implemented by e-Governance Academy was oponed on 29th of June by  the President of Estonia, Toomas Hendrik Ilves and Prime Minister of Palestina, Salam Fayyad,.
As Estonian President said at opening ceremony, the buildig of modern, efficient state is as important for Palestina on it’s way developing indipendent country as gaining international praise. Also in poor circumstances, it is possible to implement different e-state solutions, which can increase the trust of citizens towards their state and goverment.
The objective of the project is to train and prepare state officials of Palestina for implementig digital data exchange. In this field (services of x-Road), Estonia has got  one of the longest and most remarkable experience in the world.

 

The project is coordinated and implemeted by Estonian e-Governance Academy and financed by Estonian Ministry of Foreign Affairs.

 

Delegation from Kosovo is learning from Estonian experience

Delegation of high officials from Kosovo under the leadership of Mr. Michael Bodner, a senior adviser of OSCE, have spent last week of May in Tallinn studying Estonia’s valuable experience in the field of e-governance. Experts of e-Governance Academy provided informative presentations on the following topics: ICT strategic planning and management, the role of the national parliament in the information society, change management in the government, e-democracy and e-participation, legal framework for information society. Moreover, the lecturers from many other organisations involved in the institutional framework of Estonian information society gave the overview of their responsibilities and role in building e-governance in Estonia. e-Governance Academy is pleased to welcome study groups from Kosovo and hopes further to contribute to the development of Kosovo’s e-state.

Sri Lanka Superior Court Judges study e-Estonia

Sri Lanka Superior Court Judges came with a two-day study visit to Estonia. At the end of May the e-Governance Academy was pleased to welcome Hon. Asoka de Silva, the Chief Justice of Sri Lanka, Hon. Jagath Balapatabendi, Judge of the Supreme Court and Hon. Sathya Hettige, President of the Court of Appeal. The introduction to the main ICT developments in Estonia was given by Mr. Ivar Tallo, the member of the Executive Board of eGA. Naturally, the pros and cons of the application of ICTs in court systems was one of the discussion topics.

                    

eGA supports e-governance development in Tajikistan

Ivar Tallo and Nele Leosk from eGA together with Peeter Marvet visited Tajikistan on 20-28 May 2010 in order to analyse the current situation in using ICTs in both local municipalities and central institutions in Tajikistan. During one week, four regions and towns were visited (Rudaki, Khujand, Kairakum, and Nurek). The afore-mentioned towns have already shown interest in exploiting modern technologies in their municipality and cooperation with them will continue throughout the year - a study visit on e-governance to Estonia in August being the next planned activity.
This cooperation project was initiated to share experiences and know-how on ICT solutions in place and working both in Estonia and other countries to support the development of e-governance in Tajikistan.
The initiative is financed by the Open Estonia Foundation's East-East: partnership beyond borders program, designed to support cross-border exchange of experience and know-how.

Palestine Authority interoperability gateway project started on May 28, 2010

eGovernance Academy started on May 25 the project in Palestine: National Authority Development of X-road – interoperability network for better governance and public services. Project is financed by the Estonian Ministry of Foreign Affairs international development cooperation programme.

During the project analysis, consultancy and training will be made together with Palestinian officials and experts will develop suitable X-road model for Palestinian conditions. As a result of the project Palestinian Authority will be ready to start the X-road implementation process in 2011.
Arvo Ott, the Director of eGovernance Academy as well as the project expert, said that the level of IT-experts in Palestinian institutions is very good. Moreover, there is a great interest and will from the Palestinian institutions to develop interoperability solutions. The first technical topics seminar in Ramallah on May 27 was attended by more than 30 experts from 8 Palestinian institutions.
Palestinian Ministry of Transportation has just launched first governmental web service assisting citizens to pay traffic fines in the banks. Also there is a plan to develop post offices as a service centre for citizens providing governmental services and issuing different documents and certificates.
During the project Palestinian expert team will visit Estonia and several trainings will be held in Palestine during the project.
The project will be finalized in January 2011.

Iraq shows interest in Estonian e-governance experience

eGA Program Director Nele Leosk participated in the Iraq e-governance action plan workshop in Erbil, Kurdistan on 12-15 April 2010. The workshop objective was to create a National Action Plan for Development of e-Governance, as well as the formulation of an e-Governance strategy within the larger framework of Public Sector Modernisation of the Government of Iraq.
During a week, Ms Leosk gave an overview of Estonian e-governance development and programmes and projects and consulted Iraqi ICT support group in the development of their e-governance policy.   For further information, please turn to Nele Leosk (nele@ega.ee)

The Ambassador of the People’s Republic of Bangladesh visited eGA

This week the representatives of the Embassy of the People’s Republic of Bangladesh in Moscow have visited e-Governance Academy (eGA). The Ambassador, Dr. S. M. Saiful Hoque, accompanied by the commercial Counsellor, Mr. Noor Md. Mahbubul Haq, and Counsellor (Pol) and HOC, Mr. Md. Abdul Alim, were enriching their knowledge of ICT developments in Estonia during the comprehensive presentation by Mr. Ivar Tallo, the Member of the Executive Board of eGA. Together with the overview of the activities, main programs and trainings of eGA, the general background information about e-Estonia was provided as well as future cooperation perspectives were discussed.

 

Ivar Tallo received the Concord Prize


The founder and the present member of the board of e-Governance Academy, Mr. Ivar Tallo, was awarded today The Open Estonia Foundation's 2010 Concord Prize for fostering e-democracy, freedom of speech and transparent governance in Estonia as well as in many other countries of the world. Ivar Tallo has been giving advice and expertise in building e-government in more than 40 countries and is planning to continue the assistance of Haiti in the end of April.
The Concord Prize is being awarded for 14 years by the Open Estonia Foundation and is the indicator of the outstanding performance in the development of the open society.

Minister of Telecommunications and Information Society of Serbia visited eGA

In the beginning of April the Minister of Telecommunications and Information Society of Serbia, Ms. Jasna Matić, accompanied by the high officials from the ministry and the ambassador of Serbia from Estonia, was welcomed at the e-Governance Academy (eGA). Mr. Ivar Tallo and Mr. Arvo Ott, the members of the Management Board of eGA, gave an overview of the activities and history of Academy, as well as presented the main aspects of e-government in Estonia. Furthermore, the prospects of the future cooperation have been discussed.

eGA signed Memorandum of Understanding with Kosovo

During the short visit of Kosovo Minister of Public Administration, Mr. Arsim Bajrami, the Memorandum of Understanding (MoU) was signed between the Kosovo Ministry of Public Administration and e-Governance Academy (eGA).
The purpose of the MoU is to establish conditions under which eGA will provide expertise and training to the employees of the Kosovo Ministry of Public Administration. The possible topics of the planned trainings are related to the importance and implementation of e-government projects and e-transactions

Delegation from Croatia studied e-Estonia

At the end of March delegation from Croatia took a study tour on Estonian e-governance and eID. e-Governance Academy organised the visit as well as revealed some secrets of e-Estonia’s success via providing the delegation with thorough lectures about the political background of e-government in Estonia, main ICT development projects, X-Road, eID, service portal www.eesti.ee. Moreover, the senior officials from ministries were inspired by the presentations in the Certification Centre, the State Informatics Center, the Ministry of Economic Affairs and Communication, the Centre of Information Systems and Registers of the Ministry of Justice, the Parliament of Estonia and Estonian ICT Demonstration Centre. e-Governance Academy is looking forward to continuing cooperation and providing competent consultation and assistance in building e-Croatia.

Belgians take a closer look at Internet voting

Internet voting was the topic of discussions at the e-Governance Academy on March 15 and 16, as the Academy hosted work meetings for a team organised by the Belgian Federal Public Service of Foreign Affairs. The Belgian authorities are investigating the possibility to introduce a system of Internet voting for those Belgian citizens living abroad. To achieve this, however, firm choices need to be made and a clear project track needs to be established. The Belgian team had already before gathered experiences from different countries, and came to Estonia to find out exactly what makes the Estonian system a success. To this end, in-depth discussions were organised with several Estonian experts.

The Belgian team was accompanied by the Ambassador of Belgium in Tallinn and by Mr. Steven Segaert, who lived and worked in Belgium before becoming involved with the Academy.

 

 

The Ambassador of the Republic of Italy has visited e-Governance Academy

On the 25th of February the Ambassador of the Republic of Italy, Mrs. Rosa Maria Chicco Ferraro, has visited e-Governance Academy (eGA). The Members of the Board of eGA, Mr. Ivar Tallo and Mr. Arvo Ott presented an overview of eGA's historical aspects, competences and contemporary programms and services. The possibility of cooperation has been discussed.
