The e-Governance Academy (eGA) is a non-governmental, non-profit organisation, founded for the creation and transfer of knowledge concerning e-governance, e-democracy and the development of civil society.

Local e-Government

As developments of e-government on local level play important role in the general development of e-administration and e-democracy of the whole country, e-governance Academy has worked out special program for launching and coordinating projects for local governments...


e-Democracy is a wider research direction for our e-Governance Academy. We are developing a 2-3 days introductory course on different aspects of e-democracy and work together with our partners on different e-democracy topics... 

Central e-Government

Our central e-Governance programme is focusing on awareness-rising among politicians and central government decision makers on most important and non-technological issues e-Gov. policies, motivation aspects of eService implementation, management and planning, legal and fiscal frameworks, interoperability and change management.

ICT in Education

The program area aims at initiating and stimulating the modernization of educational systems in eGA target countries with the introduction of modern information and communication technologies (ICTs) in general education as well as basic and vocational education...



The e-Governance Academy has commenced preparatory work for development of e-services in the Kyrgyz Republic. As a result of cooperation between the United States Agency for International Development (USAID), the Estonian Ministry of Foreign Affairs and the e-Governance Academy, the organizational, legal and technical preparations will have been made for Kyrgyzstan to adopt a data exchange system along the same lines as the X-Road by this time next year. Moreover, four government agencies will have been connected and the first e-services will have been tested by the same time.

From 16-20 March, a training event is being held in Bosnia and Herzegovina for officials from the Federal Ministry of the Interior at which Mari Pedak, Tiit Roosik and Annela Kiirats from the e-Governance Academy are showcasing the EU Acquis and outlining Estonia’s experience in developing e-services.
